The main opposition UPND party has sued the state in the Constitutional Court, asking it to interpret the Grade 12 requirement in the new Constitution. Last week, the state asked the High Court in Ndola to do the same, arguing that a higher qualification should allow a person to stand for a political office. The new Constitution requires that all MPs and local government councillors must posses a minimum qualification of Grade 12, or equivalent, but many of the existing politicians do not possess a Grade 12 certificate, although some of them have similar or higher qualifications.
